It's how it's made. Achievements relies on triggers, and since that trigger is passed ... well there is not much we can do.
Yes, it seems to work that way. But it could have been different. Other accumulative achievements - for example, hacking terminals or exploring locations - count what was before. That is, I hacked only one terminal, and I counted all 100 hacked earlier. I see no reason why the same could not be done with the levels of the character. In addition to specifically forcing the player to replay.
The comic nature of my situation, also, in the fact that I started the game anew, reached a new character to level 25, but got it when I was killed. And, probably, therefore, again, did not receive the corresponding achievement. And now I have characters of 26, 57 and 250+ levels, but I am forced to start the game for the 4th time, having only an achievement for level 10.
Don't listen to this Bored Peon dude. I was in Project Paradise with him and we were on the end boss. I am in the other room where the boss is and I get the boss to half health and start waving emote so the people can tag it. He doesn't come to tag or help kill the boss then the event fails cause the boss kills the companion. Then he starts emoting thumbs down and shooting at me and sending me messages on Bethesda forums.
I could've just solod the boss and completed the event but this is the type of guy to thumbs you down and shoot at you for any reason he can get.
First off there was the two of us and a level 18 in Project Paradise. Which means the event can fail easily if nobody pays attention to the test subject. Anyone who knows the event understand that.
#1 I had already tagged it before chasing the test subject into the other room because the sheepsquatch quills made it run off.
Obviously the thought of me already having tagged it and doing my job protecting the test subject never occurred to you.
#2 I was in the other room guarding the test subject so it would not die to the mobs in the other room. The test subject has a map marker if it was not in the room with you then obviously it is in the room with me.
#3 You dragged the sheepsquatch boss to the test subject and the boss killed it with the quills. The test subject had like 10% health left.
#4 The test subject had such low health because you would not leave Habitat A when it ran off the other 3-4 times.
I gave you the thumbs down and pulled out a shovel and whacked you in the head for causing the event to fail.

You obviously had no idea you just made the event fail. So I messaged you on the Bethesda forums explaining what you did wrong because I have seen you post on Bethesda forums.
Had you done that I would not have had to whack you in the head with a shovel.
Yet you still do not understand what you did wrong even after explaining it to you with messages on the Bethesda forums.
Just like all of this bashing from you has nothing to do with the topic.
So let me give you another clue. I have 56/60 achievements on Steam. Which means I started a new character with the release of Wastelanders to earn them. So I know exactly the situation the OP is in.
I use a controller, which means my mic does not function for in game use because the game disables your keyboard input while a controller is plugged in.
It is your fault for dragging the sheepsquatch boss to the test subject.
Yet you still did not know to keep the sheepsquatch away from the test subject?
You should stop making such a big deal out of the fact someone whacked you in the head with a shovel.
I already tried that route on Bethesda and three days later he brings it up in an unrelated topic on Steam.
As to correcting who’s at fault: Nobody cares. At all.
Take it elsewhere before the mods start tossing around bans. Or don’t and get a ban, either way solves the issue.
I don't want playing another character completely through the quests, only to find out that it doesn't work again.
