XCOM has squad based gameplay, progression, research etc similar to this game, but that game is turned based (great game, would highly recommend checking out)

No, commandos you can play many ways, if you play desperados then yes you cannot break stealth

Terminator Dark Fate Resistance is the closest to what this is. It calls itself a "RTS" but in reality it is Dark Descent on crack.

But get ready to have your brain melt because you will be applying this controlsceme to in between 5-30 units. Also, it is ***k hard on hard. Hard even on medium and self immolation simulator on "realistic"
Only for the not easily frustrated.
