Report a translation problem
The best you can do is restore default settings in nvidia control panel and choose an option which lets applications decide what settings they will use.
Then optimize the game in geforce experience.
If you still have issues, then start decreasing quality settings in ADD's setting menu.
Tried all of the above and now it won't even load my game or any of my past save games anymore. Tried lowering gfx and still CTDs with the same error to desktop. Doesn't matter if I have FSR on or off. All started happening after the point of the story listed in original post. Verified Steam files.
Exact error is "Out of video memory trying to allocate a rendering resource. Make sure your video card has the minimum required memory, try lowering the resolution and/or closing other applications that are running. Exiting..."

-adjust image settings with preview: set let the 3D application decide
-manage 3d settings: global settings - click restore; program settings - global settings for each available option
geforce experience
-optimize ADD
Set your display refresh rate to 60 in windows advanced display settings.
Launch the game.
Go to its settings.
Set details to off or minimum.
Set 60 refresh rate
Set vsync on
Set the lowest resolution.
Set fsr to off.
Set full screen mode.
Make sure that you do not use additional software which can mess with your graphics.
Verify game files too.
Do not launch the game with any parameter.
Make sure that you do not run any applications in the background.
Those settings are your base for testing.
If the game launches, you can start increasing quality and see what happens.

It's a Dell G5 gaming laptop about 3 years old. Will test out your recommendations later tonight and try again thanks.
It is likely it is throttling too in this case. So additional software would be helpful to stabilize GPU and CPU.
Soooo... Something you said worked. Nvidia even put me back to mostly Epic graphics settings. The only thing I can detect was that Nvidia turned off FSR which is weird because it worked before. But whatever I'm just happy I can play again. Thanks a lot.
