You didn't know because the game DOESN"T TELL YOU!!!!
This was in fact the case. Took him on another mission, got enough XP to get past the -1, gets to max. Guess I was just unlucky with the other mission and ended up right on the line.
I'd be butthurt but now I just find it funny.
Hint: If you want to level up your squad as fast as possible, at the end of each deployment before you extract, find a nice survivable spot near the APC/ARC, with a good killzone and somewhere to rest nearby, provoke hunts to run through all the massive onslaughts possible, including at the end of Hard aggressiveness, Maximum Aggression. That will earn you a few extra XP per deployment. Never Extract before Maximum Aggression.
Bt the way, YOU don't have to be in those fights. You can let the ARC and sentries do the shooting while you hide in a room. In fact your stress will not rise as fast when they can't see you.
