If you wanna test it, just make a hard save at the Otago and start skipping days until the event to rescue someone appears.
Anyway doesn't really matter as you should not need more than 10 for this game. Alas that makes most rescue events pointless. Even if you wanted engineers early, having that 5 extra production makes no difference. You gain more materials with looter trait.
There could have been deeper staff management where you want that all but I can understand it not being in the game.
