Does this means there is another big patch soon?
Think you will find its the time since release to the sale that will be the issue , not how much.
It's not a good news for a sequel or DLC :(

I've always been on the other side where i buy a game at launch and then see a discount later and try to remind myself to just wait next time.
This game on the other hand i waited.
That said - You could have still picked it up for this price or lower on key sites as well.
Easier said than done though.
And i bet most people who buy at launch still have a huge backlog of stuff they haven't even finished and by the time they get to actually play any of them could have just waited for a good sale.
Even with the sale on actually CD keys still ends up much cheaper. Especially for me in my region where steam adds a load of BS digital content tax to every purchase whereas CDkeys doesn't. The price they show is the price you pay.
They are allowed to do this after one month of its release?

Happens with most games. Usually a 10-20% off sale within the first 4-6 weeks.
The first seasonal steam sale (spring, summer, autumn, winter) after the game has been out at least 3 months you'll normally get 25-50% off sales. Games are pretty much always 40-60% off in the first seasonal sale after they've been out 6 months.
Not all games go on sale in the seasonal sales, but there's other special sales too, e.g. right now there's the stealth sale, there's often sales for specific devs/publishers, specific game series/franchises etc. The winter and summer sales are typically the sales where the most games will be discounted though.
Steam have been at this for nearly two decades now, they have the data to know how to best extract money from us with their sales/discount patterns. The devs/publishers ultimately have the final say, but steam recommends sales to them and they usually accept.
The truth is there's way more games out there than people have time to play them. It's a running gag (based on the truth) that pretty much everyone has a Steam backlog of games that they've bought but haven't got around to playing yet. When people have a backlog of games, a good sale price can persuade someone to buy a game to add to their backlog, so it's there if they suddenly get the urge to play it. Otherwise if they don't take it at the sale, they might need to wait 2-3 months for it to be on sale again, or pay the full price. Something like 1/3 of all the games people buy on steam haven't even been played once!
Discount sales drive sales of games. The smaller, earlier discounts might get the people who are on-the-fence/undecided about a game to take the plunge and purchase it. The bigger discount sales you get after 6 to 12+ months will hook the people who think they'll play it some day, but the sale price to too good to pass up in the meantime.
It's all about maximising the money you can get from sales of a game before people move on to the next new releases and interest in it wanes as a result and they're gotten very good at doing this. They're in our heads, they know how we think!
