sniper rifle and motion trackers are just better uses of your cp.
While I agree about the motion trackers, which I never use as distractions, since long range intel is ALWAYS valuable, I disagree with the sniper precision shot. First of all, it requires line of sight, which must be maintained for at least 1 full second. If trying to remain undetected, your time is often better spent breaking line of sight than lining up the shot. Not always, but from what I have experienced.
I will note, however, that sniper rifle shots are not particularly powerful against anything other than drones. If their power was buffed to do much more damage, then they would have a true utility in fights against Preatorians, for example. I think that the 1 second wind up is strange, since a grenade flies across the map instantly and explodes on contact almost immediately.
Of course, the whole purpose of the post was to say, stop walking around with 3+ command points just sitting there uselessly. Just lay down a mine every once in a while, and you will smile when you hear an Alien explode somewhere in the distance.
