-Go back to base and redeploy.
Go to the ARC. Click the Marine you need to refill ammo for. Then select the prompt.

Could very well be. I only have like 3 hours in this and much of it is learning the RNG in the menus. However , in the tutorial it says something about the ARC refilling ammo for you. I have not played enough to see all the deets.

Might be similar to resting, which gives you the basic 3 mags (if you don't have any perks to give you more), but it's not taken from a pool. There is no overall ammo pool.

There's a trait called "Resourceful" you can get which will give you +1 Ammo for each marine in your squad on deployment that has it at rest. It's a must have for me at least as I'm usually Juggernauting my way through missions burning ammo and climbing that stress ladder.
