As said by others, it's not the most compelling pick (You certainly want the suppressor for the rifle first) but it's not terrible in the mid game when enemy types start getting mixed.
wait till you get those late missions with no tracker in full darkness, you'll be glad you have picked that upgrade, just to get an idea if there is anything around you.
