is find anand sidequest glitched

i found the person strangled in the office i also picked up the tablet yet i still have the quest

It is misplaced, you later find what you need and the game talks about it as if you entered the office, the trigger for it is later and it completes the quest if you read the datapad in the office. (It triggered for me in an empty hallway)

thats the thing i beat the queen and everything it still hasn't completed

I found the body and pad just as you leave the elevator, on the command level (maybe the HQ, the top level with the Queen on).

it's in the command level 3d floor, just as you exit the elevator head left

The point where they start talking seems to be wrong. But the quest interactions are not bugged.

Yeah just encountered the same issue - if you are exploring or doing secondary objectives, you may end up in the room with Anand before the main quest sends you there. The room has an elevator, but if you go there too early, it can only go between the docking area and the floor Anand is on (I think it's called "HQ").

The voice line when you examine Anand's body says that they have left a PDA in the room, but the PDA is actually on the third floor (I think called Command centre?). If you have not unlocked that floor just yet, keep going with the primary objectives and you will find the PDA when you get there.
