Yup it costs tools. It's great since it's like having a 6th(5th if you haven't unlocked the apc) member in your team that can weld and open doors while your tecker can do other stuff like looting, setting up sentries, or laying mines. Plus you can also get the third skill where you can give it an smg for more fire support.
