The issue is that with the sub-objective Former Coworker, upon finding Anand his Datapad does not spawn and instead just directs to the room you found the body in.

Are you sure the datapad is not spawned?

I was also having issue solving this one, the problem is all steps do not actually show on the map you are supposed to find them. for example I found his datapad randomly and am now on the next part where I have to find someone else but I have scoured the map but still can't find the next step.

Alright, I found the issue. The quest actually triggers on the wrong body for Anand. It triggers on uninteractable corpse in front of the elevator, while the actual body is in the Command level beside the datapad in question right to the left of the elevator.

Having the same issue, pretty sure I am just softlocked at this point. The objective keeps pointing me to the elevator with the "18" flag, but the elevator doesn't give me the option to go to the Command Level. Also couldn't find the codebreaker wey-yu mercenary no matter how much I scoured the level.

To go to the Command level you need to complete the Defense section after you get the Codebreaker from the Mercs. The Codebreaker in question can be gained by viewing the camera in front of the Customs Office and there will be a remark of the body. Go search it and it'll give you an objective to search the custom office rooms for the Merc leader.

I thought that this was bug, but you just need to finish main objective first - you can use elevator to get to command level afterwards and finish this secondary.

I have already done that though and it not only didn't give me access to the command level :'), but it didn't give me the objective for the merc commander. I completed the custom office before even finding the codebreaker merc in the hallway, so I think it was just bugged.


Edit: Yup, it was bugged. What was happening was that the Merc objective simply wasn't progressing past the dead merc in the hallway. The first time around I made it to the room full of dead mercs, but the objective / prompt to search the merc leader for the code never came up. I had to restart the whole mission (go back 2 days in game) and do it all over again to get it to prompt.
