Can they only be found on missions?

you can select how many you take on a mission along with other stuff. in the mission you can find more in chests or on bodies.

if you have no tools stored, by bringing back surplus from a mission you can spend resources (i wanna say 20 per) to give your team a tool to take out with them on the deployment.

this is a fail mechanic or one that can be introduced in hard mode imo. Tools are only found in the game world while exploring yet are probably the most used resource for welding, hacking, repairing (drones, synths, turrets etc). Even though doctors are refreshed, engineers provide resource materials and yet we can't create more tools with those resources...its beyond stupid and should be patched out imo. I have been playing the game on and off and have 11 days on my timer left which I am also worried will be too little to complete the game and what happens when you don't complete in time? Game over, days of gaming gone...bit harsh and acceptable if playing on hard or hardcore mode but standard? meh...

You can buy them with materials during mission load-out. 10 ea I think.

You can buy tolls - 10 resources each and the game is very clear about it, same with medkits. And sentry guns for 20.

Just increase the amount you want to carry with you beyond what you have stored. But seriously, how? If you don't waste them left and right you can supply 3 Otagos with the amount you find.
