Airstrip DLC bug question

So... I'm not sure if its a bug or I just haven't met the criteria to trigger the airstrip DLC but ever since I've purchased the Junkyard DLC, I can't seem to get Airstrip to trigger. Once I meet meet the challenges to unlock the level 4 gas station, the airstrip shortcut shows up by the carwash and says, "unlock the barn to use shortcut" or something like that. The problem is, once I finish the level 4 gas station unlock, the barn is automatically unlocked on the Airstrip DLC tab, and nothing seems to trigger the Airstrip DLC after that. I don't know if this is a bug or if there is some trigger I'm missing. Anyone have any ideas?

You have to help the old guy get his plain back into the air he will give you a blue print
also you need plenty of Duct tape to fix his plane make sure all holes are fully covered
I had issues when it said hole repaired but there was still gaps so cover all. Once
he Fly's away it triggers the air field for other pilots to arrive.

Old guy never triggers. plane never shows up.

Junkyard questline is currently the active one.
Press "L" key to swtich between the junkyard and airstrip questlines. First step is about to sit on a bench...
