Party Time Mechanics

Could someone please explain this to me. I am utterly confused.
Two questions: What is the party lever for, the one outside the gas station, behind the counter, but outside?
What is the count down timer for?
I would really appreciate if someonje would take their time to explain this to me.

The lever is to start the disco ball at the station, thanks to it we have a party inside ^^ The countdown is until the arrival of the bus, depending on how many baskets you fill so many partygoers will come and you will gain a given amount of popularity

If the count-down is 0, then a party bus arrives (not that one at the bus station). There are some dancing people on it. It drives just next to the basketball field - where the dancing-floor is. Depending on the level you have upgraded the Party-DLC, you have corresponding numbers of machines, where you have to put stuff into it (before the countdown is 0). This stuff you can buy from the goods delivery. It is taken out of your warehouse then.
The more machines you fill, the more prestige levels you get when the party is over.
