I always send the employees from one place to the next. And since that ice cream cart, that's the standard place. If it's very busy, then I sometimes get a second one (for example, when the bus comes). But otherwise: If two places in the garage are occupied, I send him to the garage - that's where it's most profitable - and then back to the other place (or just to the break). Never leave the employee unoccupied for long.

When you have three gas pumps and are popularity lvl 5 or so a second employee is very useful. I have three employees, one on cashier, gas pumps, and occasionally one fixing cars (because its my least favorite mini game)
