Party vending machines basket blocked

Every time I click on the vending machines to fill them it just says "Basket is blocked" and won't let me do anything. I've tries reloading and resetting but there's no change. Anyone know how to fix or what might be causing it?

You need to fill it before 11PM on the Party day, otherwise it won't work. However, sometimes, even if you have the items in inventory, it won't let you fill the basket. For example one machine demanded 8 Viking Hornless Helmets, so i ordered them and after unloading them from the delivery truck, i was unable to put them into the vending machine.
