Report a translation problem
Although that would make sense seeing how at tier 3 you can unlock the repair bench, the only problem is that the repair bench is the ONLY thing that requires electricity to run in tier 3. You only need electricity to repair tier 4 items.
The electricity world happens in tier 4. PLUS you could not use the "electric wind mill" until you get the electricity tool, which is in tier 4. SO, do we ask the developers to move every thing around so we could use a windmill to add a small generator that that probably would not support the needed 1500 power used to run the repair bench making it to where we need to craft say 3 windmills (even if one windmill would produce 500 power).
The windmill was made so you don't have to use the mortar pestle all the way to tier 4 where you unlock the much needed material processor. The windmill IS faster than the said mortar pestle.
I think this is what the Developers intended.
