2) The fact that you increased RAM is good but apparently the GPU is still old and has little VRam. 4GB or less. The last tip that helped in a similar case.

2.1) Shadows if necessary --> low. DX11 only
VRam 4GB ---> Settings-Textures---> Low. Personally, I don’t know how, with so much VRam, Icarus can work on Textures-Medium.
2.2) Before starting Icarus, you need to disable all programs that are not needed in order to free RAM up as much as possible.
2.3) Setting the OS swap file size to FIXED SIZE 32 GB (this means that when setting ‘Custom Size’ -> ‘Initial Size’ and ‘Maximum size’ must be same -> 32768). The paging file must be on the SSD (system partition C:).
Here, the problems will not be in Icarus, but in Unreal 4, on which the game is built, the thing is that this game engine loves a lot of RAM and, oddly enough, large swap files.

Did the sluggishness start after upgrading the RAM? Or was it the reason you upgraded the RAM and now the error is happening after the upgrade? Your post wasn't clear on that. If all the problems happened after the RAM upgrade it could be your mother board doesn't like the RAM's timing and the settings need to be updated. Not an expert, but I at least know different RAM has different timing and motherboards are not always the most user friendly to allow simple plug and play type part swaps.
I left my open world in Olympus and went into my open world in Prometheus and my game play is running smooth except for an occasional stutter in frame rate.
Not sure what the difference between the two are but things are better in Prometheus.
