Here the electrical (water) wiring is connected through ‘washers’. Very often people make automatic mistakes and do not notice that they did not join the puck, but missed and made contact literally nearby.
Because of this, the network does not work. So look for poor contact.
You may have to re-arrange some of the wires, because sometimes this is easier and faster to do.
I also sometimes use electric lamps as a ‘probe’ to check the presence of electricity in the network (if I am laying the network over a long distance).

TL;DR - Same "have enough power stuff not running" issue. Logging out and back in fixed it.
The latest update to deep mining nodes added several new material nodes and added several new world nodes as well so established open worlds could find the new stuff. This included some caves now having two (or more) deep mining nodes inside them.
In my open world map on Prometheus I found four close by caves all with different deep mining nodes. Including copper, platinum, and titanium all in the cave I built my base in. Perfect storm really. So I started connecting them in order of priority. Starting out three of my caves just had one deep miner and a pair of wind turbines running things. When I had the resources to finally get the extra resource nodes like Clay, Scoria, and Obsidian hooked up just cause I can I brought a third windmill and second deep miner to each cave.
The order of events in all three caves was I hooked up the third wind turbine, and then installed and hooked up the second deep miner. And the second deep miner wouldn't run. Showed red, but the first deep miner was still plugging away. I'd disconnect and reconnect them in different orders by no matter what the second deep miner I hooked up wouldn't run.
Clearly had enough power - 3x1750 Turbines = 5250 Suppply. 2x2000 Drills = 4000 Demand. Connect everything up and then log out to character select and back in fixed it right up. When I recently added dehumidifiers to all the caves (because F those worms) it hooked up with out any issues. /shrug
