Basically although it's not mentioned in the tooltip, concrete is weather proof.
However it's also worth noting that it's apparently 100% resistant to falling trees, this is not true, granted they do very little actual damage, they do break up the blocks to the point that there are holes in your base, so be sure to clear those nearby trees.
