Do you get enough blueprint points to unlock everything by max level?

I've been hoarding blueprint points because I was worried that I'd discover late in the game that there's some essential thing that I never bought. When you reach the final level, will you have gained enough blueprint points to unlock everything, or do you have to be frugal and specialize?

When you reach the level cap, you will still keep earning exp. You will get bonus level (cap will not change).

You won't get any more talent points, but you will earn tech points for every extra level. You will keep earning them repeatedly, and eventually you will get enough tech points to unlock every single thing in the game currently.
