1) The most important thing: how much Ram do you have and what is its frequency? You haven't written anything about this.
2) Do you use or have you previously used mods?
3) How much have you built in your world? (the more buildings there are, the greater the load on the CPU)
4) How much FPS do you have without FSR?
5) What map are you playing on? How many FPS do you have without FSR immediately after landing (indicate whether you are playing Mission or Openworld)? {I have a similar GPU to yours}
6) The main thing: tell us how you activated FSR in DX11 mode? (you wrote that you are using DX11, and also that you are using FSR)
PS I have WIN7, GPU Drivers from the middle of last year, I2600K (4.7GHz), 32GB Ram + 32GB swapfile, 6750XT I play FullHD, DX11, Fullscreen. Almost all settings are High, distance view Epic.

Your computer isnt even that good lmao. Its like barley mid range. Your card is only about as good as a 3060ti which is bordering low end. And your cpu is just low end now days.
Your ramm is aight as well.
80 fps isnt even bad. Optimize the game your self, tweak settings. All low settings doesnt mean you can have some ultra settings with out it effecting the fps. You can prolly have ultra textures with out it effecting fps
Also when you say full HD do you mean 4k? If so, your pc isnt meant for 4k gaming lmao, your CPU will hold you back a bit on that, and your gpu as well.
It looks like you mean 1080p, which btw 1080p is just considered HD now.
The game certainly isnt the best optimized, but its also not that bad. Its just average. So that means, Just cuz you spend 450 on a gpu doesnt mean every game should be running amazing.
And again CPU these days plays a massive roll on how much fps you get, and well your cpu is low end. The fact FSR boost your fps that much: im pretty sure means your cpu is bottle necking.
Id recommend upgrading that cpu lmao. Its a good budget CPU for sure, but it isnt like an actually great cpu for higher end gaming. Also when I say its low end, I mean its bordering on very low middle end.
And again, the game isnt like the best optimized but its not as bad as youre saying it is kek.

Perhaps I don’t understand the issue well, but I don’t remember that FSR was officially supported by DX11 since this API is already considered obsolete, and at the time FSR appeared there was no support.
2) Personally, for me (the config is written above and it is similar in GPU to yours) immediately after landing on the Olympus in any mission at setting High -> approximately 80FPS (net).

This also applies if I land in the new Openworld Olympus, same 80FPS on average (can jump up to 95FPS)

4) Disable memory compression windows 10 {+ will reduce the likelihood of potential lags} This function does not save memory, but there is an additional uneven load on the processor.

5) You have little Ram, so before starting Icarus you need to close all programs to free it up as much as possible. Play only DX11 because in DX12 the consumption is significantly higher, and DX12 does not provide any advantages.
You also need to increase the swapfile (maybe this will help at least slightly).
I recommend setting the OS swap file size to FIXED SIZE 32 GB (this means that when setting ‘Custom Size’ -> ‘Initial Size’ and ‘Maximum size’ must be same -> 32768). The paging file must be on the SSD (system partition C:). It is advisable to have at least 32 GB of physical RAM.
Here, the problems will not be in Icarus, but in Unreal 4, on which the game is built, the thing is that this game engine loves a lot of RAM and, oddly enough, large swap files.

6) The reason for such a discrepancy in FPS is unclear. I have a much weaker CPU, but Ram is a little larger, but it is noticeably slower; GPU is about the same.
On WIN7 there are no ‘newfangled’ features, which can also cause various problems. Therefore, this system is used for games.
Perhaps a difference of such magnitude is only due to different platforms WIN7-WIN10 (WIN7 has always been faster than WIN10).
The game runs at a smooth 70+ FPS and is really very pretty.
Anything above 60 FPS is ideal, human eyes can't do much more than that anyway.
So yes, the game could use more optimization, but what game doesn't?
