Scoria has better heat insulation then regular stone. That's why you use it the appropriate biome.
It's also a different cosmetic look. Sometimes I get tired of living in a medieval castle, and I like to build things that look a little more high tech. Concrete is ugly as sin, so bricks are a good compromise.
