You don't need to complete ANY mission to mine exotics from the veins anymore. Payday, however, is a "training" mission on how to scan and mine the ores. But all you need now is the tech to make the following items:
- OEI (Orbital Exchange Interface) in T2. You need this to send the exotics into orbit and get "paid".
- radar in either T3 (biofuel) or T4 (electric). You need this to locate the nodes (although you can just pull up a spoiler site with a map showing all possible locations, and check each one until you find them all... but very time consuming....)
- extractor in either T3 (biofuel) or T4 (electric). This is the device that actually mines the ores out for you.
Payday now also unlocks the ability to purchase the workshop radar and extractor.

However... the "big shot" mission, where you are in a shooting range/training range, does NOT have exotics (and with a 2 hour limit, you'd be hard pressed to get them, too).
Just remember you MUST use the Orbital Exchange Interface to send your exotics back. Taking them back on your person or in your drop ship will no longer give credit.
Mining the veins is the way to get lots of exotics.
They won't be on the surface like they were on the mission.
Repeating the mission can be a quick way to get more exotics, though.
