it helped for me to lower the amount of stutters and the length of the stutter. of course the hick ups are still happening though I need to test further in which scenarios its most present.
it helped too to set icarus to high priority in task manager -> but this more for fps
Recently I also had permanent 60 fps drops of 143, which made it impossible to play. With the beta it works fine.
Hardware: RTX 2080TI OC, Intel i9-9900K@3.9, 64GB Ram, DX11, Win10.
is it safe for our characters?

2) For starters, I recommend setting the OS swap file size to FIXED SIZE 32 GB (this means that when setting ‘Custom Size’ -> ‘Initial Size’ and ‘Maximum size’ must be same -> 32768). The paging file must be on the SSD (system partition C:). It is advisable to have at least 32 GB of physical RAM.
Here, the problems will not be in Icarus, but in Unreal 4, on which the game is built, the thing is that this game engine loves a lot of RAM and, oddly enough, large swap files.
If you are playing on DX12 and you are starting to crash or have another problem, then be sure to put a 32GB swap file. Or try switching to DX11 (considerably less memory consumption).

Agreed. I am having boat loads of problems on an i5 9600k paired with an RX 5700 XT. May not be the greatest system in the world but it should be running better than I am seeing it run. Slide show is all I am getting.
