If 'out of video memory' on GPU with 16GB VRam, I recommend setting the OS swap file size to FIXED SIZE 32 GB (this means that when setting 'Custom Size' -> 'Initial Size' and 'Maximum size' must be same -> 32768). The paging file must be on the SSD (system partition C:). It is advisable to have at least 32 GB of physical RAM.
Here, the problems will not be in Icarus, but in Unreal 4, on which the game is built, the thing is that this game engine loves a lot of RAM and, oddly enough, large swap files.
If you are playing on DX12 and you are starting to crash, then be sure to put a 32GB swap file. Or try switching to DX11 (considerably less memory consumption).

If this does not help, the problem may be elsewhere, but until you check this option, there is no point in trying others.
About six months ago I started having the same problem.
I choose to load my OpenWorld, the download begins, ‘preparing geometry’…. Crash -> ‘Out of video memory’ or Unreal 4 crash ‘GPU Device Hung’.
I have WIN7, I2600K, 32GB Ram, 6750XT (12 Vram) (FullHD + FullScreen -> all settings High, Distance max, texture pool - 10000) and it seemed strange to me that there was not enough memory (with such indicators). I constantly play with Afterburner, I looked at the indicators and noticed how memory consumption in total approaches 25-26-27 RAM and crashes occur in different ways.
It’s just that over several months of playing and building in OpenWorld, it has grown in size to such an extent that previously working normally, now it no longer has enough RAM. Through a series of experiments the cause was identified. Increasing the swapfile size to a RAM value of 32GB (with smaller values, oddly enough, crashes also occurred less frequently). At the same time, I unload all other applications.
After this there are no problems (at all). Recently there were crashes, apparently due to the fact that I was switching to the experimental branch and back. Removing the Icarus installation directory manually and downloading via Steam, resetting the settings in AMD Center - the problem was resolved. I never installed mods - they only cause problems.
Everything works on last year's drivers because AMD stopped releasing them on WIN7. + The CPU has been overclocked beyond reach, the RAM frequency and timings have been overclocked to the limit. So I'm afraid it's not the game.
