Juvenile Buffalo in Prometheus
I've seen tons of adult buffalo but those aren't tamable. Is my game bugging or are there none in the forest biome of Prometheus?

There are, very rare though. I found mine outside the cave at the top right of I4. You have to build up to it.

I've seen 2-3 in total spawn up there.. but I've played A LOT so mileage may vary lol.
