Recommend you reach out to the Devs on Discord.
This was in the patch notes when they announced the change (edit: this was posted April 1, so if you started that prospect shortly after, you very well could have hit the 90 day limit):

I was playing it a lot and got to all the (currently in game) end game level tech but wanted to take a break and come back to the game when more content had been added and things were a bit more balanced and optimized and when I started playing it yesterday things were a bit off with the graphics and reading through forum posts I saw they broke the graphics a few weeks back and haven't fixed things yet.
The character deletion is just the icing on the cake.
There are a lot of people complaining about the ridiculous lack of support or and kind of media team to talk over issues with players in forums etc. Its one of the only large companies I have seen without any contact though a developer email, just one dude going through every post after they break the game with a patch telling everyone its not their fault and the players need to update their drivers and that will magically fix everything.
They monitor Discord. Edit: every game Dev has a favorite mode of contact with the community. It looks like RW perfers Discord.
They only occasionally monitor Steam (they do monitor it, but very rarely comment here, compared to in Discord, where they are much more responsive).
There may also be info in their Discord how to contact on situations like this (they post more announcements/info there, too).
This is all just my personal experience, which is why I recommended you reach out on Discord. You might get lucky and someone sees this and responds here, but you are more likely to get a response there, imo.
