You cannot respec while on a mission. You can only do it on the space station.
While on the station, select the character, and down in the lower left of the character screen is the "talents" button.
On the talent screen (only on the station!), you will see in the upper left "respec points". If you played online, you should have gotten some (30?) for free. Offline characters did not, as the Devs can't reach your local files. You can buy them for ren (I forget how much they are each, but they were rather pricy).
Edit: the button to buy them should be right by where they are displayed, if I remember right.
One respec point refunds ONE TALENT. So choose wisely which talents you want to get rid of!
You cannot remove a talent upon which other, still active talents depend, unless there is another talent they can depend on. So, if you have say, a tier 3 talent, you cannot unspec things leading to it, if you will no longer have the minimum number in that tree to have a tier 3.
You also cannot remove talents above a lower talent, unless there's another path down to it.
To remove a talent, right-click on it. This will remove it and give you your point back to spend elsewhere.
Happy respecing!
