Is there some lore behind no clouds for weather?
I get it that it would impact performance dramatically to have them, although it is kind of funny to see it rain and lightning and have a clear blue sky.

I do have my graphics settings pretty low, would that prevent cloud rendering or something?

I guess it's the same reason that a planet(or moon) with a diurnal day/night cycle is apparently tidally-locked to multiple celestial bodies that never change their phase relative to the star, in addition to never changing their sidereal alignment - defying orbital mechanics and physics, just being locked in space relative to the rest of the Universe...

OR developers prematurely released a game that is incomplete and should still be in beta since, among many other reasons, they haven't got around to making a dynamic skybox texture map.

i thought the same thing at first. but pay attention to the sky as you get the weather warning. it looks like a blue sky, but the clouds will cloud cover the high sky. if you look up during the storm, it looks like blue skies. but if you see the clouds roll in at an accelerated speed, it is actually quite a view.

i also was at biome change, and saw the clouds roll in in the forest, then go to to snow and see the clouds clear up. just to back and forth to see the clouds a few times

I see clouds when it storms. This is my main pet peeve in games with weather. The sky not matching the current weather. Icarus seems to match on my system.

If you want to see the worst implementation of this go check out NMS. Storms and it is a partly cloudy day. Super windy and 700F heat but animals walking around like it is a spring day. Literally the weather does nothing but make your 'bars' drain faster.
