Wire Tool / power cabling is hot garbage
Dry Run Cave. I place the drill, run back out and place the solar panel (sunny day), light indicates green. Start the wiring, get to the drill, wire it and turn it on, a fight starts and the drill is interrupted and stops... Kill the baddies and go to turn the drill back on and it says not enough power... Run back outside, still sunny, still green light on the panel... painstakingly check all the wire connections, they appear good... So I pull it all back up and put it all back down... nothing....

Yep, same. Got it to work again by re wiring the entire thing without putting the wire tool away. Kind of difficult in the dark/ with enemy's around. Even then, it started working again, only for the sun to not be touching the solar panal. I placed the solar panal to a higher spot, connected the wire, wouldnt work. Gave up for now. I'm not rewiring the entire thing over and over again

It's called a bug. The cave and the outside world are totally 2 different locations and that's why this bug happens. Well it happens couse the Devs are preety bad programmers...

It's not two locations, the wiring logic is messed up.
Why i say it's one area? Ever heard the lightning in the desert when there is a flash storm in the forest area? Sounds like one piece to me.

A couple lanterns worked well for me, floor torches, many options. Wiring tool itself worked fine for me once you understand how it works.

Start from the drill and work back to the panel. That's the only way I got it to work running that map twice.

It's not ideal. I have run the cable two times so far and I'm getting nothing. The solar panel is working, the green light is on. No breaks in the cable that I can see. I'm about to go back in and try again.

The skylight isn't an option in that mission either. I built platforms up to it and you can't actually climb out, it's just cosmetic. I also set up the panel at the very top thinking that they must have put a light emitter up there but no, that doesn't work either. It's a red herring.

Edit: Okay, so I had the wiring set up correctly. Apparently if the solar panel isn't getting 100% sunlight it doesn't power the drill. I thought that was odd because when I first set up the panel the light was green so I assumed it was getting enough light. Maybe it wasn't quite enough. Any amount of shade seems to prevent it from functioning, and in this particular area you only get directly sunlight for few hours each day. Problem solved - user error.
