Solely playing outpost without playing the other missions would mean that if you ever left your outpost all the xp/level/talent/blueprint skills unlocked would disappear. It's better to play missions to level up your character and then play around in outpost mode.
At the moment there is no part of this game that will scratch the itch of long term survival, it's unfortunate. There are ways they could offer that to players while keeping their core loop intact but we'll see if they ever add it. Unfortunately, you're out of luck for now.
If you haven't played it 7 Days to Die just had a great big update on their experimental branch and it scratches the based building and exploration itches like crazy. I would highly recommend.
