Depending on your graphics card, this will be the cheapest way of upgrading your computer if you can add more RAM to it.
As for graphics cards, it can be run using the suggested card on the game store page, so if you have that or better, you will be fine, once you play and find the settings that best work for you. I would suggest trying to upgrade to something a little better if you can find one and if your finances allow for that.
As you are sort on RAM and if your graphics card does not meet minimum suggestion, as a person mentioned above, it would be time for a new computer, if finances allow. Since you mentioned you are not that tech savvy with computers, many pre built ones in stores come with decent enough specifications that will play this game. Just make sure it has 16 GB RAM and does not have a generic graphics card. A SSD hard drive is preferred and I would would for 1 TB of memory no it.
In your Steam client, go to the top left menu, Help > System Information.
Let that list populate and then right click in the body of the window, choose "Copy all text to clipboard".
