If you want to upgrade now from Standard to Deluxe, you will need to go through the refund process (it's instant), they are working on the upgrade option though and it will become available shortly, ahead of launch according to FAQ on discord.

Decided to go Deluxe but the refund of the base is not instant
Once thats through I can go Deluxe.

will there be an option to upgrade after the game is released, I pre-ordered the game, but can't afford the deluxe for now.

yes there will be. Lori has mentioned this at one point. I will look for it so I can link it, but you will be able to.

Q: Can I upgrade my pre-order from the Standard Edition to the Deluxe Edition?
A: This will become available shortly, we are working on it! It will be implemented ahead of launch and we'll make an announcement.

I already read that part of the FAQ but it wasn't clear if the upgrade was only for the pre-order and not the game when it is released.
