First, the plate thrower has a pretty long cool down on her attack, and she only has the one attack. Also, the 'Head Maid' doesn't seem to call more enemies till the current batch is completely gone. With that in mind, here's what I do to deal with 'Head Maids' and her underlings:
I typically bait the Head Maid to summon her peeps, and then immediately back off. I want to lure the underlings away from the summoner because her bell attack + the plates + the melee charging maids + whatever else is just too much. Head Maid is slow and seems to 'wander' instead of chase, so separating them is usually pretty easy. After they're separated, I'll wait till the plate thrower jumps in the air and then get out of the way. Let her finish the attack, and then go for the kill.
I will then ignore the melee maids and make a beeline for the Head Maid. She doesn't use her bell attack too often, so an easy kill by her lonesome. I do this same process for Head Maids in almost every case and rarely take damage if I'm patient enough and have good timing. (Which surely is not always the case.)
