What is that blue banner for?

The first time I use an ability in an area, there is a blue banner that appears. What is it for exactly?

It gives you damage increase when standing in the blue aoe. SargoXIII is right though. It's pretty easily found in-game and you should look there before asking here.

OK, I wasn't immediately aware items got two secondary effects in addition to the description. I guess 'Empire' was the flag one.

Any particular one good to try to stack 9x?

Yes that's it. I believe every item has two additional status effects (or inscriptions I believe the game calls them).

As for stacking, I'm no expert. I'm not even sure going for a ton of stacking for a particular effect is necessarily ideal just because some items may not compliment each other despite having a similar passive. Really it depends on the skull(s) you're working with too.

One that can work, if you're lucky, is getting all the elemental items because by the time you hit the fairytale max stack, you have a lot of passive damage. Only really works with Magic skulls though.
