It's important to understand that ideals of breasts not only relate to their size. The shape, color and size of the nipples, the distance between them, and some other factors that we might take for granted have been taken into account throughout history. Moral values, beliefs and fears of different societies can be analyzed just by looking at the artistic production of each period.

I agree that explaining sexuality to young people can be difficult, at least if you plan to do it responsibly. I think of it as a discussion that has to take place over the course of months if not years. By making it something momentous, you may unnerve the child or suggest that sex is linked to feelings of shame. Try to keep it as simple and specific as possible. If the topic come to breast size, it is recommended to let her know that breast size does not determine whether a person is pretty, sexy or popular and that they develop naturally during puberty.
Also, I think that hoping to change a community that's obviously doing well just because of one piece of art is immature. You should allocate yourself some time to learn how to speak about these topics before the questions are asked.
Finally, I have a question for you: if you came across a voluptuous girl on the street, just walking with your child let's say, would you try to get her jailed? Hopefully, you wouldn't defund her, because she wouldn't have any clothes left to wear then.

perhaps a witch in reality is entirely unclothed, and she is then drastically overdressed.
that said, she is not supposed to be wholesome, she is a Villain, a powerful witch who alters her own form on a mere whim, she is supposed to be depicted as evil.
a common trait of evil, is that it is tempting, provocative and alluring, there's nothing wrong with that.
If you cant handle this...well...dont play it.
No no, its only in tutorial and in actual game she is there just to give your character some skills and after you learned all of those skills, you can just ingnore her.
