A better description would be:
"Your Dash-Special is faster and deals +100% damage."
You're right - A+Y is trickier to do than A+X.
So saying dash-special is misleading as it implies that the effects only occur when using dash special.
I think it's more misleading to say:
"While you Dash, your Special is faster and deals +100% damage"
Because if you use Dash-Special then the dash is over by the time you activate the special - the shield is traveling through the air after the dash is finished, so shouldn't be going any faster or doing any higher damage according the the current wording.
It's also far easier and more intuitive to use Dash-Special rather than Special-Dash.
I tested it Special-Dash at the time and it felt unusable because each dash lasts a split second and the travel time for the shield/special varies by distance from the target.
The implication from the current wording is that you're expected to toss the shield at a target and dash madly around, hoping the shield hits the target in the time you're dashing. With a close target you'll hit it before you're able to dash, losing out on the damage. It also implies that the speed of the shield is speeding up and slowing down mid-flight as you're dashing, which seems silly.
