Next you are asking to make your boons level even faster that's nuts to me. You're basically asking boons to level 6 times faster which is a huge change.
I mean I already think the level system is completely fine and balanced to be with poms as a tier 2 item pickup (basic resource being tier 1 and boons being tier 3, with 2 being hearts cons and poms)
The game is about finding synergy not leveling your boons into oblivion
I must agree that Poms are quite lackluster when compared to a hammer/a new boon or two a room might otherwise offer. Thus, I like to pass them when there are better alternatives, too. On the other hand, I keep rerolls for the Temple of Styx mostly, for when I am hunting for THE boon that is missing from the run, like a Legendary or Duo Boon. So sometimes I just take a Pom over going into a Charon room broke, or yet another Centaur Heart.
Still, they have their uses when you are rounding out your build. The first level up of a boon gives decent value, and the second is still OK in most cases - the diminishing returns hurt afterwards. Improving your key boons can be better than picking up yet another boon that has barely any connection to the rest. That's why Poms work well when bought in Charon's shop.
On builds with few boons, the get-two-for-the-price-of one appeal of upgraded Nectars trumps Poms. Chances are good they proc on a boon you want upgraded. The more boons you have, the lower are the odds that the random upgrade lands where you want it. If your boon collection gets cluttered, it really helps that you have a better chance to direct an upgrade to where it truly matters.
Take note that Poms and Nectars are in different reward pools, so you can't change a Pom room into a Nectar room. You can turn the Reward Pool system to your advantage: If you have three blue-wreathed rooms with Darkness, Gems and Keys, respectively, spending a Fated Authority on any gate will net you a guaranteed Nectar.
