how to cap fps without vsync?

I want to cap my fps without having to use vsync, because everything feels laggy, slow and delayed with vsync on.
I googled and searched in here and tried a few launch options that I found but none of them worked.
Is there a way to cap the fps without having to use Afterburner and RTSS?

Depending on your GPU vendor you can use their driver software to cap the framerate.

Nvidia has the Nvidia Control Panel > Manage 3D Settings > Program Settings > Hades.exe > Max Frame Rate set it to w/e framerate you want.

AMD has Adrenaline or something, not 100% familar with that but assuming it's similar!
