How do I get Administrative Privilege
I completed some runs and defeated Hades, but I never got Administrative Privilege. Do I have to lose some times to get that to appear?

My character slept only once and no more.

Around run 25-30 you can sleep in bed for it. Arcane condition, I am well aware.

It's at exactly 27 attempts. After that point, there will be a cut scene you need to trigger at the bed in Zagreus's room. Once that's completed, you will be able to buy access rights from the House Contractor.
