1) It’s not a hard limit of 4. I’ve had 6 gods before in a run, maybe more, it’s not that uncommon to go over 4. It’s just that by the time you get 4 the likelihood a boon is from the same god is really high.
2) keepsake effects carry over and don’t reset between areas. This means that, for example, a Pom blossom with 2 left (it’ll show the count on the left next to the keepsake) will finish counting down, not go back to 4.
Relevant to the original question, that also means if you keep wearing Zeus’ keepsake, it won’t reset the forced encounter, you’ll keep the rarity bonus but not force more encounters.
The only way to maximize your odds with Zeus are to use his keepsake originally, and then this is the important bit, resist expanding your god pool whenever possible. If you want the Zeus legendary, use rerolls to search for storm lightning, high voltage, or double strike, get keys where you can for extra rerolls, and keep picking options that don’t give more gods when and where you can.
Sometimes you’ll get the legendary, sometimes you won’t, but keep in mind you actually do only need 3 boons to get it, a base boon, one of those 3, and the legendary, and it’s not uncommon to get 4, 5, or more picks from a God if they’re your starting one.
It won’t always happen of course and it’s easier to force a duo boon than a legendary since you can switch keepsakes and force the second one, but if I’m specifically targeting a legendary I’ll get it more often than not. Regardless, trying to plan for a specific build reliant on more than 3 boons from a single god rather than trying to force one specific boon and otherwise rolling with whatever happens isn’t wise or needed.
