Enemy armour? What's that got to do with anything? It prevents interrupts so makes it so you actually have to be careful against stronger opponents, but other than that it provides nothing. There are also several boons/upgrades that deal increased damage to armoured foes to the point that you can one-shot their armoured health bar. Also the bow with Twin-Shot effectively bypasses armour on weak foes by 2 shotting. Same with other upgrades that cause multi-hits.
Impervious on enemies is relevant in boss fights for phase changes (its literally the only part that makes the Hydra fight difficult and you're complaining about it?). It's not even relevant on the others. Beyond that it's just a buff if you annoy Athena, so don't annoy her if you don't like it.
As for Block... sure, its annoying, until you learn how to deal with it. It's also only relevant to like, 2 enemies in the entire game, Shield Souls and Theseus. You're supposed to play around it. Sounds like the reason you're having trouble with these things is because you're only trying to play the game with the crutch of the shield and standing in front of enemies blocking.
The only mechanic I'd say needs some adjusting is Deflect. Athena's Dash is BiS by a huge margin imo, nothing else comes close. That ability makes such a big difference to the final boss fight since you can nullify the Burning Skulls without needing the Shield to block.
I found them extremely frustrating on my first half a dozen playthroughs (or more) when I started to reach Elysium regularly.
Now I don't care about them. They're slow so you can easily leave them till last to deal with if you need to. AoE attacks or dashing through them exposes them for the weaker enemies that they are.
Its basically everything else in Elysium I hate. The ♥♥♥♥♥♥♥ chariots that always seem to end up crashing into me. The sword wielders that keep getting in hits out of nowhere. The spear users I keep misjudging the range on and taking free hits. Most of the time everything goes smoothly, every so often an encounter will just go straight to hell and I'll take loads of damage.
The enemy blocks are annoying, but if you're complaining about that in conjunction with armor (which is honestly just more health), I think you need to improve your survivability and tweak the manner in which you're creating builds.
Once you come across the armored units in Elysium - and especially the shield users - you have to actually pay attention to their attack pattern and learn when they're telegraphing their attacks so you can back out and wait (Or just go behind them depending on the enemy)
Edit: something that seriously sucks is the Crush Shot getting stuck in inaccessible places like walls -_-
That's my opinion. Who cares about 10% more damage when you need a 150% damage bonus to armor? All of the builds need some type of scaling built for armor or armor pen. Everything else is a slow chore..
I don't know why but 70% of the rooms I'm getting are just resources. I had two runs in a row where I only received two god boons. That's insane. Want keys? Money? Or Gem? Health Upgrade? Because that all I'm getting.
Then I get to the Armor enemies and there's not any damage because well I never had a chance to get any damage..
I've even tried runs where it sets the next to be a rare boon from a god.. still get the resource runs or poseidon with his here's some resources epic level or this standard level knockback.. Absolutely ridiculous.
I don't have the patience to play this game, I guess I'm done with it..

I've had the same bad RNG since the update. I've done about 15 runs with same ♥♥♥♥ rng. I'm really not sure what happened, but it's unplayable for me. Funny enough I had no problem before with greatshields.. but that's because I was actually getting boons..
Now, two maybe three boons possibly before Elysium. 80% of my rooms now are resources.. Then I get Dionysys with his here's some abrosia, or Poseidon here's some treasure.. of course they are both epic. When I get to Charron he's selling pom upgrade, hp upgrade, and health restore items.. On top of that trolling I get Chaos boons for.. you guessed it more resources.. It's absurd.
Should probably record it.

Repeated RNG runs of resources? Like I said it's been since the winter update.
Yes the keepsakes are being ignored. Resource decision paths are overriding the boon paths. When you do actually get a boon / god decision the one your keepsake is picked will show. Doesn't stop resource paths..
I'm pretty sure they tiered them since winter update. I think before you could have a chance at both in one room. Now it's RESOURCES ONLY or GOD BOONS ONLY. If its resources the keepsake does nothing..
No such thing as unbiased perspective. Irrelevant.
Have you tried starting another game (not run, a whole new game in a new slot) and see if the boons things happens again?
Health ups and money share the table with god boons afaik, are you at the point in game where you can reroll rooms?
About the armor, i don't often pick bonuses against it because not always you find enemies that has armor (chose less skull rooms if that's really a problem), and you just have to beware when if they have it 'cause they can't get interrupted, play safe until it's gone and then smash them
