Can't find Charged flight anywhere

It doesn't seem to come up, like at all. Doesn't matter what shield i've been using i've even completed all the bounties for the shield and i still haven't found it. Is there any conditions i need to fulfill before hand? it just doesn't come up!

If you are using correct aspect then you just have bad rng.
