How to unlock the Administrative Chamber?

according to the internet there should be a flashback sequence during a run at some point. after that I should be able to buy it from the House Contractor.

I escaped 34 times now and still no flashback (repordetly most people triggered it between their 20th and 30th escape). so is it just my bad luck or do I need to do s.th. else?
