16 was quite a challenge for me to get the second statue.
A minority manage 64 heat.
In my own experience stacking heat up to 10 was pretty easy, then 10-20 I'd have the occasional failed runs (well, quite a few when I first activated EM4) but would eventually get used to it. Over 20 and things get increasingly challenging as there's not really any "easy" pact options left- getting the 32 heat Skelly trophy took me quite a few attempts, and I've dropped back to 20-25 heat since then. As far as I'm aware the record for an unseeded run is 60, so even top players haven't managed to fully max out the Pact and still manage a clear.
In Zelda terms, I guess some people just love to go to Ganon in starting gear and beat him with a stick to be proud of it, but to everyone his own.
Once I started gradually progressing I noticed it got significantly more difficult once I activated forced overtime and hard labor. For me that was around ~ 27 heat. My pact typically goes like this: 2 on tight deadline, 2 on forced overtime, underworld customs, middle management, 2 on benefits package, 3 on extreme measures, 2 on convenience fee, 2 on lasting consequences, and 1 on hard labor.
You never want to use EM4 hades or heightened security on heats higher than around 27. You also shouldn't use damage control on slower weapons. You shouldn't use calisthenic program or jury duty on tight deadline 2+.
If I use fists i remove hard labor and add damage control. You kinda figure out how to build the pact around your weapon.
