Sisyphus not appearing?

I'm trying to complete his quest to get his companion but I can't even find him in any runs and I've done around 10. This isn't an issue with the quest not working... I just outright can't find him lol. I have also sorta been throwing runs in attempts to finish the minor prophecies so idk if it's because I haven't killed Hades in a handful of runs, or if he only spawns once every few Hades kills. It's totally possible I am just getting unlucky but if there is something obvious that prevents him from showing up in runs I'd rather know sooner as opposed to wasting another 4 hours lol.

I have 6 hearts with him with the 7th locked if that has any importance.
His contract is not in the archives room.
I have talked through what appears to be almost all of the dialogue in the game.

Bad luck with rng, I can't find anything indicating he stops appearing for any reason.

Bad luck. I definitely find him the least of all 3 encounters.

I've been looking for him pretty much as long as this thread's been dead and in 30+ runs, he's not shown up once.
I've had plenty of encounters with Eurydice and Patroklos.
I think Sisyphos is bugged.
