Prophecy cut benefits

How do I make the Prophecy Slashed benefits? "Linker"
I made others without even knowing how.

Just select it in the Pact of Punishment (need to defeat final boss once before it shows up) and then keep using it until you’ve killed mobs with all the buffs listed.

Or do you have the pact unlocked but Benefits Package isn’t there?

I have unlocked but the benefits package does not appear
And I already did almost all of the prophecy, only 1 missing, which is the "Linker"

Benefits Package should be there when the pact is first unlocked. There are 2 others that are missing at first - Extreme Measures and Routine Inspection.

The order is:

Hard Labor
Lasting Consequences
Convenience Fee
Jury Summons
Extreme Measures
Calisthenics Program
----> Benefits Package <-----
Middle Management
Underworld Customs
Forced Overtime
Heightened Security
Routine Inspection
Damage Control
Approval Process
Tight Deadline
