In Hell Mode (HM) there is a heat condition enabled by default that isn’t available in normal mode - Personal Liability, which disables an invulnerability shield that automatically pops up after you take burst damage. If it’s important to you that you’re able to play with this enabled, then HM is your only option.
In normal mode, you can increase the heat as much as you like, past the “bounty limit” so if you want to play higher you can (to the same heat level you can with HM). With HM you need to play at a higher heat level (25 instead of 20) for all the bounty rewards and can’t lower it below 5 heat.
I don’t play in HM, so can’t speak from experience with it. I’ve played with all weapons up to heat 20 and finished a heat 32 run once with one weapon. Personally, I’m glad I didn’t choose HM. The mandatory HM heat conditions don’t look too bad, but I don’t know how they would feel at heat 25.
If you ever want to try speed running, a HM save isn’t optimal since it enables heat conditions by default that speed runners might not usually choose. You can, however, download other people’s normal mode save games for that, if you want (https://www.speedrun.com/hades/resources). A potential downside is that loading someone else’s save game may trigger steam achievements from the save you might not have earned yet.
